Colorado is one of very few states where the law neither requires nor forbids school districts from engaging in collective bargaining relationships with employee groups.

Currently, 39 Colorado school districts are known to have one or more collective bargaining agreements with an employee group. Thirty-eight districts have a master agreement with a teachers union as an exclusive representative. In addition, 20 Colorado school districts are known to have one or more master agreements with exclusive representatives for classified employees — which includes everything from classroom paraprofessionals to secretaries to bus drivers to food service workers.

Many other school districts have various types of informal negotiating relationships with employee associations. Other districts and all public charter schools have no sort of negotiating relationship whatsoever.
